It's a reference to whatever you want it to be a reference to; there's a reason I left it vague. Personally, I always thought Q's fascination with Picard was a little bizarre long before the concept of slash ever occured to me. =)
I liked Riker/Troi and Picard/Crusher when the series first started, but I was so over them by the time anything ever became canon. And Worf/Troi never did anything for me. Zakhad's stories, though, I find very interesting; I wondered after I found them why no one ever so much as hinted at that pairing on the show, since they played with a lot of the other potential het combinations.
